New information was announced today on the Treasury.Gov website on the CERTS Grant. The guidelines have been posted at

As we have been stating since the CERTS Grant was funded (and also posted by UMA and ABA) you will not need the services of a grant writer. It specifically says in the information on the above link that it is a NON-competitive grant. You may want to have your CPA ready to assist with the financial information that will be required.
We have suggested companies would want to register at SAMs.gov and get a CAGE Code, but it looks like that may not be needed for this grant. You should keep that number updated each year for future opportunities, so it was not a bad thing to have in your back pocket, already. However, it looks like you will need to be registered with an identification service. The information posted in the above link directs you to this location:
